The Swedish Post and Telecom Authority (PTS) has, together with the Swedish Civil Contingencies Agency (MSB), the Swedish Police and the Swedish Armed Forces, investigated certain aspects related to PPDR5-actors’ mobile broadband communication needs.

As part of the investigation, PTS has identified several options for mobile broadband solutions which can be expected to fulfil a subset of identified needs and requirements. No solution can be expected to fulfil all requirements.
PTS has also identified several possible frequency bands that could be used in a future PPDR-network. The spectrum needs of our Armed Forces can be met following established procedures.

Discussions regarding the establishment of PPDR-network are ongoing in several European countries. However, few countries have made formal decisions with detailed plans and processes for the establishment of a network.

PTS has performed a basic evaluation of different options to reach a conclusion that it is not possible to advocate one specific solution over another using the material provided by MSB in cooperation with the Police and Armed Forces. Further investigations are required before any decision can be made.
