Everybody in Sweden should be able to make calls and be reached by an ordinary telephone, as fixed telephony is considered a fundamental communications service. This is governed by the Electronic Communications Act.

PTS is empowered to appoint a telecom operator that, if required, must provide fixed telephony to permanent homes and businesses at an affordable price. If telephony were to be offered on completely commercial terms, there is the risk that certain customers could not subscribe to this service as the cost of providing fixed telephony in sparsely populated areas differs significantly from providing the same service in an urban area.

Telia Sonera has previously been under the same obligation in accordance with the Telecommunications Act. A new decision was required by PTS when the Telecommunications Act was replaced by the Electronic Communications Act.

PTS is working to ensure that everyone in Sweden has access to efficient, fairly priced and secure communications services.
