Public consultation of PTS draft auction rules for future wireless broadband

PTS, the Swedish National Post and Telecom Agency, intends to issue licenses for future wireless applications in the 2500–2690 MHz frequency band through an auction planned for the first half of 2008. The licenses are national. The PTS draft Regulations are issued for public consultation until October 22, 2007.

PTS’ assignment of licenses in the 2,6 GHz band is intended to provide opportunities for end-users to gain access to wireless broadband services. The licenses are service neutral and within certain limitations technology neutral. The licenses may e.g. be used for mobile telephony or wireless broadband services.

The auction comprises a total of 15 frequency blocks, 14 FDD blocks and one TDD block. Each license will cover the whole of Sweden.

The auction procedure is regulated by PTS Regulations as well as an open invitation. The draft Regulations are now issued for public consultation. The draft open invitation is also published. The final date for submission of comments to PTS is October 22, 2007. When these Regulations have been adopted, PTS will issue an open invitation to participate in the auction. The response period will be approximately two months.

PTS will also assign one license for the 1900–1905 MHz band through an auction planned for the first half of 2008. Draft Regulations for this auction are issued for public consultation until October 22, 2007. The draft open invitation is also published.

FDD (Frequency Division Duplex) is a radio technology where the uplink and downlink (communication to and from the base station) are located in different frequency channels.
TDD (Time Division Duplex) is a radio technology where the uplink and downlink (communication to and from the base station) are located in the same frequency channel but in different time slots.
