Allocation keys and allocation of funds for the development of IT infrastructure with high transmission capacity - PTS-ER-2004:15

The National Post and Telecom Agency (PTS) has been assigned by the Government to prepare an allocation key and a proposal for allocation of funds for the resources that are to be reallocated within the IT infrastructure initiative. The decision of the Riksdag (the Swedish Parliament) meant that the 500 million kronor that has been appropriated for tax reductions for high connection costs, according to the Act on Tax Reduction for Expenses for Certain Connections for Telecommunications and Data Communications, shall be redistributed to be used by the municipalities to arrange IT infrastructure with high transmission capacity.

The aim of the allocation will be that these funds should be used for the development of nationally cohesive and redundant IT infrastructure with high transmission capacity that is provided on reasonable and non-discriminatory terms. The allocation shall take place on the basis of the development situation in the regions where such IT infrastructure has not been established.

PTS has prepared two allocation keys that take into account both the extent to which the development has advanced to districts in Sweden (geographic allocation key), and the varying costs of arranging IT infrastructure with high transmission capacity in different parts of Sweden (general allocation key).

In order that IT infrastructure with high transmission capacity should be kept available in all parts of Sweden, PTS proposes an allocation of funds that takes into account, in equal proportions, first the districts that it is considered do not in any parts have IT infrastructure with high transmission capacity, second the varying costs for developing IT infrastructure with high transmission capacity in different parts of Sweden.

PTS proposes that the funds are allocated to the counties, and that the counties/regions decide on their use in consultation with the municipalities.

The assignment also includes preparing a summary of the initiatives taken by the municipalities themselves towards the development of IT infrastructure. It has not been possible to obtain a complete profile of municipal initiatives.
