Planning solution for terrestrial digital television - Final - PTS-ER-2008-22

The Swedish Post and Telecom Agency (PTS) has been assigned by the Government to produce a planning solution for terrestrial digital television.

This report accounts for that part of the assignment pertaining to the 470-790 MHz (UHF) band. On 23 June 2008, PTS submitted a report concerning a planning solution for terrestrial digital television in the 174-230 MHz (VHF)
band. This report fully completes the assignment.

The work to produce a planning solution has mainly comprised two parts: frequency planning and international coordination.

The UHF planning solution is based on there being no television broadcasting in the 790-862 MHz band. Instead, existing transmitters in this space will be planned for use in the 470-790 MHz band. PTS considers that this changeover may take place in 2009.

The planning solution means an increase from five to six entirely national
network layers in space in the 470-790 MHz band. This cannot be fully achieved for the sixth network layer without the affected neighbouring countries granting their consent. International coordination work has started, but has not been finalised yet.

PTS will continue its coordination work related to the planning solution until mutually acceptable frequency use has been agreed with the neighbouring countries that are affected.
