The purpose of auctions is an efficient licensing process where the user who values the spectrum highest wins.
Auctions have been used to assign block licences (licences for a certain spectrum block in a certain geographic area) where the licence-holders do their own network planning.
PTS has used auctions for all major licensing processes since the Electronic Communications Act of 2003 made it legally possible.
