Access fixed telephone network

In order for end users to be able to place and receive phone calls they need an access to the public telephone network.

On November 4, 2009, PTS designated TeliaSonera as an undertaking having significant market power on the market for access to the public telephone network at a fixed location. Among the obligations that PTS has imposed on TeliaSonera are:

An obligation to provide wholesale line rental (WLR)
Obligations concerning pricing (retail minus) and cost accounting procedures
Obligation not to discriminate
