PTS decision 2005

On 18 February 2005 PTS designated TeliaSonera as having SMP on the markets for access to the fixed public telephone network for residential customers and non-residential customers.

Principally the following remedies were imposed:

TeliaSonera shall meet a reasonable request for wholesale line rental (WLR), including an obligation to publish a reference offer. The WLR covers standard PSTN and ISDN 2B+D subscriptions and shall be provided at retail minus based pricing. In addition, obligations of non-discrimination and accounting separation have been imposed.

TeliaSonera is not allowed to charge end-users in connection with a change of provider of telephone subscription.

TeliaSonera shall pursuant to the Electronic Communications Act provide carrier pre-selection and carrier selection to its own subscribers. In addition to this obligation TeliaSonera shall provide carrier pre-selection and carrier selection to end-users having subscription agreements with operators using WLR.

TeliaSonera shall, independently of other services and on non-discriminatory terms, provide telephony services not covered by carrier pre-selection and carrier selection and call barring to end-users.

TeliaSonera shall, on request, provide invoicing data concerning services not covered by carrier pre-selection and carrier selection.

TeliaSonera shall supply retail and wholesale broadband access via shared access irrespective of which operator supplies the traditional telephone subscription. TeliaSonera shall also supply retail and wholesale broadband access with no requirement for the end-user to purchase a telephone subscription.
