On the 6th of July 2004 PTS designated TeliaSonera, Tele2, Vodafone, Hi3G and Telenor as having SMP on the market for mobile termination. Appropriate remedies were also applied.
All operators should meet reasonable requests for terminating calls on each network, offer the service on non discriminating terms, i.e. the access should be offered on equal terms under equal circumstances and with equal quality to all parties requesting the service.
All operators have an obligation to publish information of importance for negotiating an agreement. In addition to that TeliaSonera, Tele2 and Vodafone are obliged to publish a reference offer.
TeliaSonera, Tele2 and Vodafone have an obligation to set their charges equal to cost. The charge is calculated according to an LRIC-model and their current charges will be gradually adjusted till second half of 2007. Hi3G and Telenor have an obligation to set their charges on a fair and reasonable level, which is defined as a charge equal to the LRIC based charge. In addition to this Hi3G is allowed to gradually adjust its charge to a fair and reasonable level till the second half of 2007.
