On May 24, 2010, PTS designated TeliaSonera as an undertaking having significant market power on the market for wholesale physical network infrastructure access.
Among the obligations that PTS has imposed on TeliaSonera are:
- An obligation to provide access to copper (LLU) and fibre (dark fibre) infrastructure in the access network
- TeliaSonera shall keep a cost oriented price for access to physical network infrastructure. The cost is calculated by the use of a cost model (LRIC) produced by PTS.
- TeliaSonera shall apply terms and conditions that are non-discriminatory. Hence,
- TeliaSonera shall apply equivalent conditions in equivalent circumstances and not to discriminate in favour of its own subsidiaries or partners.

This decision replaces PTS's earlier decision concerning LLU from November 24, 2004.
