In accordance with this assignment, PTS investigated the preconditions for a vertical separation of telecom operators with significant market power in the area of access networks. The investigation lead to PTS submitting proposals for new legislation.
PTS shall also investigate the possibility of – instead of ordering an operator to undergo a vertical separation – accepting voluntary commitments by an undertaking with significant market power regarding the implementation of measures aimed at ensuring non-discrimination and transparency.
The assignment was reported to the Government on June 14 2007.
