The new mobile system should satisfy the demands for mobile telephony in sparsely populated areas and replace the analogue NMT 450 in relation to voice services. A digital system also provides good preconditions for data services.
The allocation will be made following a sealed auction. Those operators who wish to participate in the auction should submit an application together with, in a separately sealed envelope, details of the amount the operator is willing to pay for the licence. PTS will examine the applications in order to determine whether the applicants have shown that it is likely that they have the technical and financial capacity to satisfy the licence conditions.
The opening of the tenders from those applicants whose applications satisfy the requirements will take place on 17 February at 13.00, at PTS’s office. The applicant who has submitted the highest tender will be allocated the licence after the auction proceeds have been paid.
Applications and tenders should be submitted to PTS no later than 15.00 on 9 February 2005. Operators who wish to participate in the auction must also pay a processing charge to PTS, which should have been received by PTS at the same date as the other documents.
