| Scope
Section 1
This ordinance applies to such postal operations and universal postal services as are
referred to in the Postal Services Act (1993:1684). Ordinance (1998:529).
Supervision, etc.
Section 2
The National Post and Telecom Agency is the licensing authority under the Postal
Services Act. Ordinance (1996:1135).
Section 3
The National Post and Telecom Agency may issue regulations concerning if and to which
extent letter items should indicate who has delivered them.
Section 4
The National Post and Telecom Agency may issue the implementation regulations necessary
to apply the Postal Services Act as regards delivery of letters, non-deliverable letters
and supervision. Ordinance (1998:529).
Charges
Section 5
The National Post and Telecom Agency may issue regulations concerning the duty of a
[(person) se i postlagen] who conducts postal operations, apply for a licence to conduct
such operations or apply for a preliminary notice under Section 4 b of the Postal Services
Act to pay charges for the operations of the National Post and Telecom Agency under the
Postal Services Act and under regulations issued under the Act. Ordinance (1998:529).
The needs of Swedens Total Defence for postal communications
Section 6
The National Post and Telecom Agency may issue such regulations about planning and
other measures for the needs of Swedens Total Defence for postal communications, as
referred to in Section 26, second paragraph of the Postal Services Act.
Before regulations referred to in the first paragraph are issued, the National Post and
Telecom Agency shall consult the Armed Forces and the Swedish Agency for Civil Emergency
Planning. Ordinance (1994:183).
Universal postal services
Section 7
The National Post and Telecom Agency shall for one or more licence holders link the
licence to conduct postal operations with conditions concerning the obligation to provide
universal postal services. Ordinance (1998:529).
Section 8
Conditions concerning the obligation to provide universal postal services should
contain, inter alia, the following requirements.
- The density of the points of contact and of the access points shall take account of the
needs of users.
- Every working day and not less then five days a week, save in circumstances or
geographical conditions that the National Post and Telecom Agency considers constitute
reason for exception, at least one clearance and one delivery of mail shall be made.
- At least 85 per cent of those letters which have been posted for overnight delivery
before the stated latest point of time for posting shall, irrespective of where in Sweden they are
posted, have been distributed within Sweden on the following working day. At least 97 per
cent of the letters shall have been distributed within three following working
days. The latest point of time for posting must not be altered
substantially without the approval of the National Post and Telecom
Agency. Exceptions from the requirements of the first paragraph, item 2 shall be communicated
to the Commission of the European Communities and to the national regulatory authorities
within the European Union. The National Post and Telecom Agency shall check annually that the requirements of the
first paragraph, item 3 are satisfied and annually publish results concerning this check.

Section 9
A person who provides universal postal services may, per calendar year, not increase
prices for domestic delivery of single items of mail referred to in Section 8, first
paragraph, item 3 and which weigh at most 500 grams, by more than the alteration in the
consumer price index between July in the immediately preceding year and July in the year
before that. However, in this connection, a price may be rounded to the nearest fifty
öre, even if this means that the increase is greater than the alteration in the consumer
price index.
The scope for a price increase which is not used during a calendar year may be used
during one of the three following years. The total scope for price increases shall,
however, be reduced with any increase in excess of the alteration in the consumer price
index that occurred as a consequence of rounding. Ordinance (1998:529).
Section 10
The National Post and Telecom Agency may issue regulations under Section 7 a, first
paragraph of the Postal Services Act concerning requirements for persons providing
universal postal services. Ordinance (1998:529).
Section 11
The licence holder appointed by the government under Section 7 a,
second paragraph of the Postal Services Act (1993:1684) to provide and
administer the postcode system, shall in the event of alterations of the
system heed good placename custom.
Transitional provisions

This Ordinance enters into force on 1 July 1998. When applying Section 9, the consumer
price index shall be deemed to have remained unchanged between July 1996 and July 1997.
